International Visitor Guide: New York Cannabis Tips by Country

Canada has had federal legal adult-use cannabis since 2018. New York's framework is similar in spirit — adult-use, licensed retailers, lab-tested product — but cannabis still can't cross the border in either direction. Don't bring product over the bridge.

Adult-use cannabis is in a partially regulated state in Mexico. In New York, the licensed adult-use market is straightforward: 21+ with valid ID, licensed shops only, no consumption in venues. A passport works perfectly as ID at any dispensary.

Cannabis laws across Europe vary by country — Germany has moved toward regulated adult-use, the Netherlands has long had its coffeeshop framework, and many other countries remain more restrictive. New York is a fully licensed adult-use market; treat it more like Germany or Canada than the Netherlands, and never assume it's like Amsterdam.

Uruguay was first to legalize adult-use globally and has the most familiar framework. Other South American countries vary. In New York, the rules are the same for everyone: 21+, valid ID (passport works), licensed dispensaries only, no consumption at venues.

Many countries in these regions have strict prohibition. If cannabis is illegal at home, take care to leave New York with no product on you — penalties for bringing cannabis back can be severe. Use what you buy here in New York, and dispose of anything you don't finish before heading to the airport.

JFK, LGA, and EWR are federal jurisdiction at security. Cannabis cannot legally go through TSA or be packed in checked bags for an international or domestic flight. This applies regardless of your home country's laws.
